The wideman, who joined Lazio in 2011 from Barcelona, is only under contract until the end of next season.
And the 22-year-old has refused to sign a new deal with the Biancocelesti.
That has alerted many clubs, with AC Milan, Juventus, Liverpool and Everton all interested in the Senegal international.

If Balde continues to insist on a move away, Lazio may be forced to accept a lower price than they would like.
He was in fine form last season, scoring 13 goals in 28 games, including a rapid hat-trick against Palermo in five minutes.
He followed it with a brace in the derby against Roma.

Balde Keita scored 13 goals for Lazio last season, including a brace against arch-rivals RomaGetty Images
However, his goals could not prevent Lazio from missing out on a Champions League place as they finished fifth in Serie A.
Balde would bring pace, power and directness to Mauricio Pochettino's side and can operate anywhere along the front three.
