Boss David Moyes will still have a major say in signing players but Wilson will also identify targets for the first team and academy.
The move for Wilson will also mean a couple of senior figures leaving Sunderland, with academy chief Ged McNamee set to depart.
The Black Cats appeared in big trouble at the beginning of the season with boss Moyes without a Premier League win to his name.

And they then went on to grab a 3-0 win hosting Hull.
Hailing his side's grit, Moyes said: "If I was a foreign coach I would've been praised for that.
