Millers boss Paul Warne is interested in taking the right-back for the season as he plots a promotion campaign in League One.
Warne is rebuilding following Championship relegation and is looking at young talent that can boost their chances in the third tier.
Emmanuel, a former West Ham schoolboy, started 11 league games for McCarthy last season and started in the two FA Cup ties that saw them knocked out by giantkillers Lincoln.
The teenager had a brief loan with Crawley earlier in his career before returning to compete for a senior place with Ipswich.
