But Spanish news outlet Diaro Gol reports PSG are to pursue the 25-year-old with a sensational offer Barcelona will find tough to turn down.
Neymar has a 220million Euros (£197m) release clause in his contract, which runs out in 2021.
PSG are willing to pay for the Barca star outright but will also offer Verratti, 24, to maintain a larger budget in keeping with financial fair play.
Le Parisien this year claimed the French giants have £197m to spend on transfers.
Should Barcelona accept their player plus cash offer, PSG would also be able to afford to pay Neymar’s dad’s £36m agent fees.
Barca have spent the summer chasing Italian midfielder Verratti as they look to strengthen their star-studded squad.
