United boss Mourinho is even said to be prepared to pay his huge wage demands AND his buy-out clause.
Neymar, 25, signed a new five-year contract with the Catalan giants last October.
But his deal involved a slight initial increase in the value of his release clause – raising it to £169m -meaning the maximum price to land him is barely changed.

Tax issues surrounding his initial transfer to Barca have also plagued the Brazil superstar.
Spanish authorities claim the Catalan club did not report the full amount of an alleged £73m fee, of which £34m went to his family.

Reports also claim Neymar would prefer to be the centre-piece of an attack, rather than play third fiddle to Lionel Messi and Luis Suarez.
While United are not shy when it comes to spending - having paid £89m for Paul Pogba last summer - Mourinho is not confident the club could lure the likes of Neymar to Old Trafford.
He said: "Neymar is absurd. A club like Barcelona cannot and will not lose Neymar.

"Although Messi is still a young player with years to go, he is already touching his 30s, and Neymar will be the great player of Barcelona after Messi.

Meanwhile, United are still hot on the heels of fellow La Liga star Antoine Griezmann.
The Atletico Madrid forward, whose contract expires in June 2021, will set them back £85m.
