David de Gea has been the undisputed number one at Old Trafford since he arrived from Atletico Madrid in 2011, but will not be starting against the Dutch giants on May 24.
Romero was in action when United secured their passage into the final after a nervy 1-1 draw against Celta Vigo on Thursday night, as they progressed winning 2-1 on aggregate.
Mourinho revealed the Spanish international has accepted his decision, he said: “There’s no dilemma, They are two fantastic goalkeepers.
“I think it is fair Sergio is going to play the final and David accepts. He accepts that because, especially, he has already played Europa League matches.

The Argentinian goalkeeper has played in 11 out of 14 matches in the Europa League this campaign
“If we win the trophy, David wins the trophy because he played three matches against Feyenoord and against Fenerbahce. But if everything goes normal and we have no problems, Sergio plays the final.
“I never saw in all my career two goalkeepers to be so friendly because it is a position when you always have a little bit of rivalry, especially if you are both the same kind of level.
“You are speaking about Argentina national goalkeeper and Spain national goalkeeper. They are friends and they support each other all the time. I never saw a bad face.
The English side were almost sent crashing out of the competition in the closing stages of the match after former Manchester City man John Guidetti squandered a key chance from six yards out after Claudio Beauvue chose not to shoot himself.
Romero said of the incident: "If I'm honest, I thought Beauvue was going to shoot and that I would dive.
"But when I saw that he passed the ball, I didn’t see that one of their players was there. As the ball eventually went behind him (Guidetti), my soul returned to my body.
"We have wanted this cup from the start. The history of this club dictates that in every competition we fight until the end."
Since signing for United in 2015, the 30-year-old has featured just 26 times, and was part of the squad that has the won the FA Cup, and the EFL Cup.
