Spanish media outlets Canal Sur and Onda Betica are both reporting that talks between the winger and the Spanish side have accelerated in recent weeks.
Nolito is said to have already agreed personal terms and it is “only a matter of time” before City sanction the move.
Betis moved quickly for the former Barcelona and Benfica man after discovering the interest of rivals La Liga rivals Sevilla.
The Spanish international only moved to City last summer in a £13.8million deal.

Quique Setien will be taking over as manager at Betis in June and is determined to make the experienced attacker his first signing.
City are expected to allow Nolito to leave on permanent deal, although they will have to pay a contribution towards his wages.
This season he has appeared 30 times, mostly from the bench, for City and found the net on six occasions.
