Walker, 27, will travel to Manchester on Friday to undergo a medical before penning a contract at the Etihad.
The deal could eventually end up costing City an additional £5m with add-ons dependent on appearances and success.
Tottenham were reluctant to lose the right-back and had been holding out for the huge sum all summer.
The Brazilian full-back looked set to join his old Barcelona boss in the Premier League, but has instead opted to join Paris Saint-Germain.
He claimed he had chosen the French giants as he “wanted to be a champion” in the upcoming season.
