Dortmund are prepared to let him leave on loan but have firmly turned away any interest in a permanent switch.
Pulisic, 17, is already a full US international but will have to contend with Marco Reus, Andre Schurrle, Ousmane Dembele and Emre Mor for first-team football.
Dad Mark has insisted his son had no interest in leaving Dortmund despite being down the pecking order.
