Borussia Dortmund, AC Milan and Celtic were monitoring him as his Fulham contract ran down.
He can join any team for compensation when his deal expires this summer and Howe made a move after seeing huge potential.
Slavisa Jokanovic started him in three of Fulham’s final six games of the season but a new deal was not agreed, allowing Bournemouth to swoop.
Howe has already been involved in the transfer market as he looks to bolster his squad following survival and assess which fringe players are allowed to leave.
Tommy Elphick is wanted by Aston Villa boss Roberto Di Matteo and could depart for the right money – but Howe is hopeful of keeping key players for his second season in the top flight.
