Wenger will be hoping the attack-minded midfielder will be a suitable replacement for Alex Oxlade-Chamberlain who is all set to join Liverpool.
The Gunners also look set to miss out on Riyad Mahrez, who could be on his way to Chelsea.
Danny Drinkwater is another star on the brink of a move to Stamford Bridge, after the Blues launched a third bid for the former Premier League-winning midfielder.
Speculation surrounding Barkley has been rife all summer, with Tottenham the early leaders for his signature.

The Toffees boss is holding out for at least £40m for his star midfielder however, with Arsenal potentially willing to part with the whopping sum.
Everton originally valued Barkley at £50m, but are aware they'll no longer get close to that as he is in the final year of his deal and wants a move away.
Tottenham had a long-standing interest in the England man but have been put off by his injury record.
But Everton will hope they make a counter bid to drive the 23-year-old’s price back up.
